Responsible for supporting the development of RAKEZ occupational health, safety and environmental policies and standards, and implementing and monitoring the compliance with HS&E rules, regulation, standards and guidelines, through contributing in conducting risk assessment, establishing health and safety initiatives and audits, and enforcing preventative/corrective measures to establish a safe workplace, minimize unhealthy situations / hazardous activities / job-related incidents, and foster a culture of attention to health, safety and environment.

  • Support the development of RAKEZ health, safety and environmental policies and programs, procedures, standards, guidance, information, checklists, and database records that comply with relevant local rules and regulations, international standards and best practices. Apply principles that demonstrate RAKEZ commitment to effectively assessing and managing HS&E in its properties.
  • Assist in conducting and reviewing Risk Assessment for operations and tasks of RAKEZ and its clients at different sites as per OHSAS requirements, to identify HS&E deficiencies and help in enforcing suitable mitigation plans and assist in implementation/enforcing of mitigation plan. Monitor and update the HS&E risks register and ensure all mitigation plans are strictly adhere to.
  • Organize the issuance HS&E Permits for RAKEZ own projects, and clients’ projects after evaluating the applications and associated approvals, certificate and documents.
  • Supervise and liaise with on-site contractors as well as clients’ and their contractors during any operations/tasks/assignment and asses their compliance with applicable regulations and adherence to safety standards, and ensure that all employees, contractors and site visitors receive HS&E inductions and that suitable PPE and certified lifting equipment and pressure vessels are used. Encourage/enforce safe working practices, ensure that HS&E rules are being followed, correct obvious hazards immediately or reports them to the proper personnel. Ensure that HS&E -and if necessary other- relevant Manager are kept fully informed of significant issues that may arise.
  • Contribute to development of emergency management plans, and assist in planning and execution of emergency response exercises and drills by leading the Emergency Response Team to test such plans and arrangements, and to ensure highest level of readiness and awareness of how to act in any emergency among RAKEZ staff and clients. Respond to fire emergency calls in and outside of regular working hours.  
  • Contribute in incidents (including near-misses) investigation of (or assist with investigation of) all significant such incidents, to identify immediate and root causes, to recommend appropriate responsive actions, and to monitor implementation of such actions, in order to promote incident prevention for the benefit of employees, clients and visitors.
  • Facilitate relationship between clients and external HS&E authorities to receive relevant NOC/approval.
  • Keep abreast of changes in all local and federal HS&E rules, regulations and best practice, and appropriately advice and assist line manager/supervisor in the implementation of actions arising from these changes.

  • Diploma or Bachelor's Degree from an accredited institution is required (Engineering, Science, Safety or Environmental is highly preferred).
  • NEBOSH National General Certificate in Occupational Safety & Health.
  • Certified Safety Professional (CSP).
  • OSHA General Industry and/or Construction Industry Certification.
  • Emergency Management Certification. 
  • CPR, AED and First Aid Instructor.
  • Minimum of 5 years’ experience in HS&E field in construction or industrial plants.
  • Fluent in English and Arabic (preferable). 
  • Excellent communication skills, both written and spoken.
  • Good Knowledge of ISO 9001, ISO 14001 and OHSAS 18001 standards and implementation. 
  • Good Knowledge of HS&E policy and procedures and relevant Workplace Occupational Health and Safety requirements.
  • Up-to-date knowledge of occupational HS&E-related legislations, codes of Practice and guidance.
  • Supervisory skills and ability to direct, evaluate and effectively manage contractors.
  • Knowledge of civil and electrical works (Infrastructure) including technical drawing and site plans.
  • Good analytical, problem-solving and decision making skills. 
  • Knowledge of training methods and ability to develop and present effective HS&E trainings.
  • Self-motivated and detail-oriented skills with ability to assess different workplace situations’ hazards, and recommend appropriate preventive and corrective measures or strategies. 
  • Ability to react quickly and calmly during emergencies and to remain calm in stressful situations.
  • Confident, objective, fair and clear when delivering difficult information or making decisions which may cause initially unfavorable reactions.
  • Good time management and planning skills with ability to priorities workloads, work under pressure, work to deadlines and meet targets - whilst maintaining customer-centric approach to client and a supportive and advisory approach with colleagues.
  • Good interpersonal skills and ability to establish and maintain effective working relationships with co-workers, supervisors, client, relevant local authorities and organizations and the general public. 
  • Ability to work independently with minimal supervision as well as part of a team.
  • Physically fit as the work will involve a large amount of time on visiting RAKEZ properties such as factories, companies, construction sites, offices, Accommodation buildings, retail shops, etc.
  • Proficient in Microsoft Office Suite (Excel, Outlook, PowerPoint, Word, projects etc.) and in any other required program.
